Estonia announces tenders for tourism and e-residency — ERR News
Estonia’s Enterprise and Innovation Agency (EIS) has announced procurements for services to promote the country as a tourist destination and its e-residency programme in foreign markets. ERR News reports that €3 million excluding VAT has been allocated for tourism marketing, while €1 million has been earmarked for communication services for the e-residency programme.
Tourism promotion
EIS is seeking a partner to promote Estonia among wholesalers, tour operators, travel agents and other representatives of the tourism industry, as well as to provide communication services. The framework agreement is planned to be concluded for a term of up to two years.
The agency will assess the effectiveness of tourism marketing by the number of contacts established, the number of visitors to Estonia and their spending in the country. According to Agnia Nast, head of EIS foreign tourism markets, foreign visitors spent €1.65 billion in Estonia in 2025, 10% more than a year earlier. Together with export revenues of Estonian passenger carriers, exports of tourism services reached €2.21 billion.
Funding for the tourism procurement will come from European Structural Funds. According to Nast, the agreement covers 15 markets with the greatest potential to increase Estonia’s tourist flows and revenue.

E-residency programme
Separately, EIS announced a procurement for communications support for the e-residency programme. The partner is expected to promote in foreign markets the message that it is possible to remotely establish and manage a company registered in Estonia within the European Union. For this work, EIS expects to find a strong partner in the UK market.
Next year, the programme is expected to attract 10,000 e-residency applications from various target markets, including the United Kingdom, and generate €102 million in tax revenue for Estonia. There are currently more than 5,600 e-residents in the United Kingdom; they have established 1,576 companies. According to Statistics Estonia, companies of British-origin e-residents generated approximately €4 million in taxes last year.
EIS also completed a €300,000 procurement in September for marketing services in the United States and Japan under the Beyond Nordics project. Under the project, Estonia, Latvia and two Finnish cities are promoted as a joint tourist destination. Its total budget is €2.8 million, 80% of which is funded by the EU Interreg programme; the evaluation of applications is ongoing.
