Perishable agricultural products will be given priority at the border
Ministry of Economy Order No. 5639 has entered into force in Ukraine, establishing specific lists of agricultural products with limited shelf lives and special storage requirements that are given priority for crossing the state border. The main goal of this document is to significantly reduce lengthy delays of cargo at border crossing points and ensure fully automated prioritization of drivers in the “e-Queue” electronic system.

Until now, the lack of a single, legally established list of goods meant that fresh fruits and vegetables, meat, and dairy products were stuck in general queues for hours or even days, leading to a loss of quality and significant financial losses for businesses. Deputy Minister Taras Vysotsky emphasized that for agricultural exports, every extra hour of waiting poses a risk of product loss, and the introduction of transparent lists eliminates “gray areas” and allows the system to operate according to a clear digital algorithm.
The new rules are already being integrated into electronic border control services and are mandatory at all international and interstate border crossing points. The approved changes enable the implementation of three key procedures:
Automation of priority in the “e-Queue” system—the electronic system will independently determine the status of cargo based on a specific HS code and grant priority passage without any manual intervention by officials.
Minimization of corruption risks — the existence of a single official registry completely eliminates the possibility of subjective decisions or any manipulation by regulatory authorities.
Preservation of product quality — trucks carrying perishable goods will undergo customs and border control under a special priority procedure.
The approved list of agricultural products with a limited shelf life includes fresh, chilled, or frozen beef, pork, and poultry, as well as meat by-products. In addition, priority was given to live and fresh chilled fish, fish fillets, milk, cream, and other dairy products without added sugar. This list also includes all types of cheese, chicken eggs, as well as fresh vegetables, including tomatoes, cucumbers, and cabbage.
