Zelenskyy Plans to Appoint Umerov as Head of the Foreign Intelligence Service — UP
President Volodymyr Zelenskyy plans to appoint Rustem Umerov, Secretary of the National Security and Defense Council, as head of Ukraine’s Foreign Intelligence Service. This was reported by “Ukrainska Pravda,” citing informed sources in political circles.
Umerov previously served as Minister of Defense. As the publication notes, in his role as Secretary of the NSDC, he is actively participating in the negotiation process between Ukraine, the United States, and Russia—the aggressor state.

Following personnel changes in the Cabinet of Ministers, Zelenskyy offered the position of Secretary of the National Security and Defense Council to Ihor Klymenko, who had served as acting Minister of Internal Affairs for several years. Prior to this, Klymenko had also been considered for the position of Minister of Defense.
On February 4, Zelenskyy appointed Oleg Lugovskyi, First Deputy Head of the Foreign Intelligence Service (SZR), as acting head of the Foreign Intelligence Service. On January 2, the president dismissed Oleg Ivashchenko from his post as head of the SZR and appointed him head of the Main Intelligence Directorate.
