Norway and Finland propose international AI oversight — Anadolu Agency
Norway and Finland have proposed creating an international body to oversee the development of artificial intelligence. The initiative was presented by Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb, Anadolu Agency reports.
Requirements for developers
A joint appeal by the two countries states that artificial intelligence must remain under human direction, oversight and control, while its development and use must comply with international law.
The initiative envisages that companies developing AI must establish open and verifiable safety protocols. The proposed measures include mandatory testing of models before their deployment, as well as independent audits and assessments.

International standards
Governments and regional organizations are being urged to develop common standards, enhance transparency and introduce joint mechanisms for reporting serious security incidents.
The initiative’s authors also call on UN member states to work toward establishing an international institution that would set standards, facilitate inspections and bring countries together when AI systems reach certain capability thresholds. Støre compared the proposed body to the International Atomic Energy Agency, which deals with nuclear safety and nuclear non-proliferation.
Concerns over AI development
According to Støre, the initiative was launched amid concerns among representatives of companies working with artificial intelligence over the emergence of increasingly powerful systems. Norway’s Prime Minister’s Office emphasized that businesses, governments and society must respond to AI-related risks while preventing a widening gap between countries in access to its benefits.
