Fedorov announced new reforms at the Ministry of Defense: what they entail

The Ukrainian Ministry of Defense will focus on reforming recruitment and military service, transitioning to competitive procurement in the defense sector, and ensuring a guaranteed minimum supply of drones to military units

This was stated by Defense Minister Mykhailo Fedorov during a meeting with the media.

According to him, in the coming months, the ministry’s work will focus on three key areas.

The first area is the transformation of the recruitment and service system in the Defense Forces. This involves updating approaches to pay, introducing a new contract model with clear terms of service and rotation mechanisms, changing the unit staffing system, and reducing the number of cases of unauthorized desertion.

The second area is anti-corruption reform in defense procurement. Fedorov stated that a transition to tender procedures is planned for the summer. Procurement of 155-mm artillery ammunition has already been completed, with reported savings of over 16%. The next step will be to transition drone procurement to a tender format. Changes are also planned in the areas of research and development and the state quality control system.

“Our task is to build a transparent, competitive, and fast procurement system free of corruption risks,” the minister noted.

The third area is the implementation of a basic guaranteed supply of drones to brigades. According to Fedorov, each unit must know in advance the minimum number of drones it will receive for planning combat actions and operations.

As a reminder, Ukraine has significantly increased the effectiveness of its air defense and is currently shooting down about 90% of enemy drones and nearly 80% of cruise missiles.

Over the past four months, Ukraine has significantly improved its effectiveness in shooting down Russian Shahed-type drones. According to Deputy Prime Minister Mykhailo Fedorov, the interception rate of enemy drones has doubled thanks to the development of a “small-scale” air defense system and the expanded use of interceptor drones.
