TCK officials are suspected of carrying out a sham mobilization of 857 people
Law enforcement officials uncovered a scheme to artificially inflate mobilization figures at district military registration and enlistment offices and joint staffs in Zakarpattia and Bukovina. According to the investigation, information on at least 857 people who were not actually mobilized was entered into the “Oberig” registry. Among them were not only citizens who did not report to the TCCs, but also active-duty military personnel and even non-existent individuals.
Law enforcement officials uncovered a scheme through which, according to the investigation, the heads of district military registration and enlistment offices and special units artificially inflated mobilization figures. This pertains to the Zakarpattia and Chernivtsi regions. According to specialized defense prosecutors in the Western region, the fictitious data was entered into the “Oberig” registry between December 2025 and February 2026.
According to the investigation, officials sought to demonstrate that district military registration and enlistment offices were fulfilling their mobilization plans. People who had not actually been drafted into the military were included in the registry. Some of them had never even visited the district military registration and enlistment offices or the draft commissions. Active-duty military personnel were also found among those supposedly mobilized. In addition, law enforcement officials discovered records of people who did not exist at all.
803 fictitious entries in Bukovina
The largest number of such cases was discovered in the Chernivtsi region. There, law enforcement officials identified 803 fictitious entries. According to the investigation, one of the colonels who headed a district military registration and enlistment office entered information about 631 nonexistent citizens into the “Obereg” system.
Two other former heads of district military registration and enlistment offices entered data on 99 and 73 people, respectively, into the registry. They were also recorded as having been mobilized, although in reality this did not happen. Among these records were also data on fictitious individuals and active-duty military personnel.
Another 54 cases in Zakarpattia
In Zakarpattia, investigators identified another 54 cases of fictitious mobilizations. According to the investigation, one of the heads of a district military registration and enlistment office entered information into “Obereg” regarding eight citizens who had not actually been mobilized.
The former acting head of another district mobilization center is suspected of entering similar data regarding another 46 people. Thus, the total number of fictitious entries identified in Zakarpattia and Bukovina amounts to at least 857.
Who Has Been Notified of the Suspicions
In total, three heads of district military registration and enlistment offices and their deputies were notified of the charges. Among them are current and former officials in Transcarpathia, as well as a former head of a district military registration and enlistment office in the Chernivtsi region. Indictments against two other former heads of district election commissions in Bukovina have already been submitted to court.
The officials’ actions were classified under Articles 362 and 366 of the Criminal Code of Ukraine. These involve unauthorized actions with information in automated systems and official forgery. The court has already imposed pretrial measures on the three defendants from Chernivtsi Oblast. Regarding the head of the district Election Commission in Zakarpattia, prosecutors have filed a motion with the court requesting the imposition of a pretrial measure.
Law enforcement agencies are continuing their investigation to establish all the circumstances of the scheme and identify any potential participants. At the same time, all the officials mentioned have the status of suspects, and their guilt must be proven in court. This was reported by the specialized defense prosecutor’s offices in the Western Region.
As a reminder, over the past 24 hours, Russian invaders suffered 1,520 casualties. Additionally, one tank, five armored combat vehicles, and 73 artillery systems were destroyed.
