The Ministry of Finance released figures showing how the salaries of top officials have changed

In August 2026, the average gross salary of employees of central executive bodies was 63,280 hryvnias, which is nearly 5,000 hryvnias less than in July. 

The Ministry of Finance of Ukraine published the updated data in its monthly analytical “dashboard” on wage levels and the number of employees in government agencies.

According to the ministry, the actual number of employees in state bodies in August was 165,075, which is 1,700 fewer than during the same period last year. Of this total, 108,100 people worked in central and regional government bodies, 22,900 in local government and military administrations, and another 34,000 in the judiciary. The highest average salaries among central government agencies were recorded at the NEURC (114,200 hryvnias), the National Agency for Corruption Prevention (98,500 hryvnias), the Antimonopoly Committee (96,200 hryvnias), the Secretariat of the Cabinet of Ministers (92,800 hryvnias), and the Secretariat of the Verkhovna Rada (87,000 hryvnias).

The Ministry of Finance explained that fluctuations in monthly average salary figures are related to the accrual of one-time payments, specifically compensation for unused vacation time, benefits for health improvement or addressing social and living issues, and severance pay upon termination. Separately, the ministry provided data on the judicial branch: the average calculated judicial compensation in August ranged from 115,200 hryvnias in local general courts to 545,200 hryvnias in higher judicial bodies — the High Council of Justice, the Constitutional Court, the High Anti-Corruption Court, the High Qualification Commission of Judges, and the Supreme Court.

There are still tens of thousands of cases in Ukraine related to unpaid wages. In the first eight months of 2026, another 4,621 cases were filed, although this is 16% fewer than during the same period last year. The largest number of new cases was recorded in the Kirovohrad and Dnipropetrovsk regions.
