The Ministry of Internal Affairs proposes changes to the rules for taking driver's license exams

The Ministry of Internal Affairs has drafted an order that would update the procedure for obtaining driver’s licenses. The main changes concern the conditions for taking exams for foreigners and stateless persons, as well as stricter controls on candidate identification.

In particular, they plan to officially allow them to choose English for the written exam.

The document was published on the ministry’s website for public discussion. It is noted that the draft aims to improve the accessibility of services and ensure the transparency of the testing process.

What the updated driver’s exam rules entail

Theory in English

Foreign nationals and stateless persons will be officially permitted to choose English for the written exam. Until now, testing at service centers has been conducted exclusively in the state language.
 

Mandatory photo documentation

Before the start of both the theory and practical exams, each candidate will be photographed. This is necessary to verify identity and prevent fraud.

Database update

If there is no digitized image of a person’s face in the Ministry of Internal Affairs’ Unified State Register, a photograph will be taken on-site and immediately uploaded to the system.

When will the changes to the driver’s license exams be implemented?

Currently, the draft order is undergoing public consultation. Once the discussion is complete, the document must be approved by the relevant ministries. The introduction of English-language tests and enhanced identification is part of a broader reform of the Ministry of Internal Affairs’ service centers, aimed at digitization and eliminating corruption risks.

Despite Arakhamia’s statements, a draft resolution regarding the Minister of Internal Affairs has been registered in the Verkhovna Rada. Draft Resolution No. 15185 dated April 21, 2026, was submitted by MPs Yulia Yatsyk (independent), Serhiy Rudyk (the “For the Future” parliamentary group), and Mykola Halushko (the Servant of the People faction).
