In Rivne Oblast, military personnel will stand trial for forging disability certificates for their wives

The State Bureau of Investigations, with the assistance of the command of the Rivne Combined Arms Training Range, has notified three military personnel that they are under investigation for attempting to discharge themselves from service by fabricating their wives’ disabilities

This is stated in an official announcement from the law enforcement agency.

One of the suspects was drafted in the spring, while the other two were drafted in the second half of 2025. Although the men served primarily in the Rivne region, they decided to leave the ranks of the Armed Forces of Ukraine through deception. To do so, they obtained fake medical certificates claiming their wives had been assigned a second-degree disability and attached these documents to their discharge reports.

Doubts regarding the veracity of these family circumstances arose directly among the soldiers’ superiors. A subsequent investigation confirmed that the certificates provided were signed by “doctors” who do not actually work at the medical facility whose letterhead was used to produce the documents. It also emerged that one of these soldiers had previously been mobilized following a failed attempt to illegally cross the state border. The Rivne Specialized Prosecutor’s Office for Defense in the Western Region is overseeing the proceedings in this case.

The pre-trial investigation in the criminal proceedings is currently ongoing. Investigators are thoroughly examining the documents of other military personnel who were discharged from this unit, as well as identifying the organizers of the scheme and the “sellers” of the forged certificates. Three suspects have been charged under the article regarding a completed attempt by a military servicemember to evade military service by forging documents, committed under martial law (Part 2 of Article 15, Part 4 of Article 409 of the Criminal Code of Ukraine). The penalty under this article provides for imprisonment for a term of 5 to 10 years.
