Five residents of Kyiv will stand trial in Zakarpattia for attempting to take possession of someone else’s property

In Transcarpathia, the case of five Kyiv residents accused of attempting to seize real estate belonging to an Azerbaijani citizen has been referred to court. The case involves two apartments in Uzhhorod and Kyiv, as well as a parking space in Uzhhorod—the total value of the property exceeds 21.3 million hryvnias.

 

The Transcarpathian Regional Prosecutor’s Office has filed an indictment against the five Kyiv residents. According to the investigation, they attempted to seize real estate belonging to an Azerbaijani citizen with a total value of over 21.3 million hryvnias. The property includes two apartments, one located in Uzhhorod and the other in Kyiv, as well as a parking space in Uzhhorod.

According to the investigation, the scheme was organized by the head of one of Kyiv’s municipal utilities and his live-in partner. They allegedly enlisted three more acquaintances in the scheme. Among them was the organizers’ son, who works for a law enforcement agency. In May of this year, all five were notified of the charges against them. According to law enforcement officials, the participants in the scheme forged two powers of attorney to transfer ownership of the real estate. The documents stated that they had allegedly been certified by a notary in Monaco.

According to the suspects’ plan, the real estate was to become the company’s authorized capital. After that, they planned to sell the property. In March 2026, based on these documents, an apartment and a parking space in Uzhhorod were re-registered in the company’s name. However, they were unable to carry out their plan regarding the apartment in Kyiv or sell the property.

According to the prosecutor’s office, the participants’ further actions were hindered by the seizure of property ordered as part of the criminal proceedings. Law enforcement officers also conducted searches in Kyiv, the Kyiv region, and Chernihiv. During these searches, they seized forged documents, seals, and stamp plates, cell phones, computer equipment, a car, and other physical evidence. The five defendants are charged with a completed attempt at fraud committed by a group of individuals acting in concert under martial law and on an especially large scale. They are also accused of forging and using an official document known to be forged.

The charges fall under Part 3 of Article 15, Part 5 of Article 190, and Parts 1 and 4 of Article 358 of the Criminal Code of Ukraine. At the request of the prosecutors, the detainees were ordered to remain in custody as a preventive measure. At the same time, the court allowed for the possibility of posting bail—the amount ranges from 5 to 11 million hryvnias for the various defendants. The Transcarpathian Court of Appeals upheld the decision regarding the pretrial measures.

Currently, all five defendants are in custody. Their property has also been seized. The indictment has already been submitted to the court, so the case is now set to be heard on its merits. However, an indictment does not imply proven guilt. According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until their guilt is proven in court and confirmed by a final and binding conviction. This was reported by the Office of the Prosecutor General.
