The National Commission has begun overseeing the operations of water utilities
The National Commission for State Regulation in the Energy and Utilities Sectors has introduced systematic monitoring of centralized water supply and wastewater treatment companies.
The monitoring will cover the operations of water utilities, rates, consumer complaints, service quality, and investment programs.
To this end, the NEURC has approved Monitoring Guidelines. The document outlines the procedure for collecting and analyzing information to assess the state of the sector, track trends, and identify risks to consumers and utilities in a timely manner.
In particular, the NEURC will monitor:
- the transparency of water utilities’ operations;
- water supply and wastewater disposal rates;
- consumer complaints and the outcomes of their review;
- the reliability and continuity of services, as well as the quality of service;
- the development and implementation of investment programs;
- projects supported by international financial organizations;
- companies’ compliance with legal requirements;
- indicators that may point to risks of violations.
Enterprises will submit information for monitoring in specified formats and at established intervals. At the same time, the commission will take into account data from state and local government agencies, consumer complaints, audit results, and information from open sources.
Based on the monitoring results, the state of the sector will be assessed, and analytical and statistical reports will be prepared. The data obtained will also help determine the need for audits to verify the accuracy of tariff setting.
The new resolution takes effect the day after its publication on the NEURC website and will remain in effect for the duration of martial law and for an additional 12 months after its termination or repeal.
