The NBU has terminated the powers of Gladyshenko, chairman of the supervisory board of Sens Bank
The National Bank of Ukraine’s Committee on Banking Supervision and Regulation has ruled that Mykola Gladyshenko, chairman of the supervisory board of Sens Bank, does not meet the independence requirements established by law.
According to him, this means that Mykola Hladyshenko can no longer serve as a member of the bank’s supervisory board, and his powers must be terminated.
Pyshnyy emphasized that this specifically refers to the termination of his powers, not his suspension.
“The NBU has also issued a corresponding demand to the bank’s shareholder to take immediate measures to terminate Mykola Hladyshenko’s powers as a member of the supervisory board and to elect a new member of the supervisory board,” Pyshny clarified.
Andriy Pyshnyy recalled that following the publication in May 2026 of materials known as the “Mindich tapes,” the National Bank initiated a review of whether the chairman of the supervisory board of “SENS Bank” met the independence criteria and opened the corresponding administrative proceedings.
At the same time, the disclosed materials alone were not initially sufficient grounds for adopting a regulatory decision.
“The materials released at that time, on their own, did not constitute sufficient grounds for adopting the relevant regulatory decision. ... That is why we twice appealed to NABU and the SAPO, requesting that they provide materials from the pre-trial investigation that could confirm or refute the circumstances relevant to assessing the independence of the chairman of the supervisory board,” added the NBU governor.
According to him, the situation changed after NABU published video footage related to Operation “Forest Gump” on its official channels.
Pyshnyy noted that the materials released by NABU provide grounds to believe that Mykola Hladyshenko’s recusal may have been merely formal, while in reality he continued to influence the bank’s activities.
“The released materials give reason to believe that Mykola Hladyshenko’s self-recusal was merely a formality and that, in reality, he continued to influence the bank’s operations. The supervisory board’s failure to respond appropriately to this situation calls into question the ability of its members to ensure proper oversight of the bank’s activities and to effectively perform the functions entrusted to them. The outcome of these administrative proceedings will determine the consequences for the entire composition of the supervisory board,” Pyshnyy concluded.
Thus, the NBU’s decision not only concerns the termination of Hladyshenko’s powers but may also have further consequences for the entire composition of Sens Bank’s supervisory board.

JSC “Sens Bank” appears in the “Forest Gump” case file as one of the channels through which funds were transferred in connection with the posting of a 150 million hryvnia bail bond for former Energy Minister Herman Halushchenko. This was reported on August 19 by People’s Deputy Yaroslav Zheleznyak, who disclosed details from the investigation files.
Danylo Getmantsev, chairman of the parliamentary committee on finance, tax, and customs policy, categorically denied any involvement in attempts to gain control over Sense Bank or in the new criminal proceedings initiated by NABU and the Special Anti-Corruption Prosecutor’s Office (SAPO).
