New rules for deferrals through the Administrative Service Centers will take effect on October 1
Starting October 1, individuals subject to military service who currently have a deferment will be able to apply to the Administrative Service Center to extend it when there are 30 days or fewer remaining before it expires. If they apply earlier, the system will not accept an application for an extension based on the same grounds. At the same time, most deferrals will continue to be extended automatically if eligibility is confirmed through government registries.
Starting October 1, 2026, the rules for reapplying for a deferment from mobilization through the ASC will change. The new rules are related to Cabinet of Ministers Resolution No. 978, which amended the procedure for processing deferments. The main change concerns the deadlines for filing an application. Now, to extend a deferment on the same grounds, you must wait until no more than 30 days remain before it expires.
In other words, if a deferment expires, for example, on October 31, you can apply to the Administrative Service Center to extend it when there are 30 days or fewer remaining until that date. If you apply earlier, the system will automatically reject the application. This is explicitly provided for in the new rules.
Previously, there was no clear rule regarding this time limit. As a result, according to attorney Daria Tarasenko, different approaches to accepting applications at the Administrative Service Centers could arise in practice. Now the time limit has been specifically defined. At the same time, this rule applies specifically to extending a deferral on the same grounds.
What Will Happen to the Current Extension
The existence of this rule does not mean that everyone needs to go to the Administrative Service Center on their own and resubmit documents. The Ministry of Defense emphasizes that most deferrals are currently being extended automatically. This applies to cases where the right to a deferral can be verified through state registries or where it does not change over time. According to the Ministry of Defense, over 90% of deferrals are extended automatically.
Under current rules, if the mobilization period is extended and the legal grounds for deferment remain, the expiration date may be automatically updated through the Unified State Register of Conscripts, Military Service Obligees, and Reservists. Therefore, before contacting the Administrative Services Center, it is advisable to check whether the deferment has been automatically extended.
If it is not possible to automatically verify the right to a deferment, the territorial recruitment center must notify the person subject to military service of the need to provide supporting documents. Such a notification may be sent by phone, email, or regular mail.
What to Do If the Basis for Deferment Has Changed
Separately, the new rules provide for the possibility of reissuing a current deferment based on a different legal ground. For example, a person already has a deferment, but later becomes eligible for it on a different legal basis. In such a case, there is no need to wait until there are 30 days remaining before the current deferment expires.
The Ministry of Defense explained that if the grounds change, you can apply to the Administrative Services Center at any time during the term of the current deferment. The old deferment remains in effect while the new application is being reviewed. This is an important distinction. The 30-day limit applies to extending a deferment based on the same grounds. There is no such limit for changing the grounds for deferment.
What documents must be submitted
The regulations do not provide for a separate procedure whereby a person simply requests to “extend” the existing deferral without having to re-establish eligibility. Applications submitted through the Administrative Services Center (ASC) are processed as part of the procedure for granting or reissuing a deferral. The application must be accompanied by documents confirming eligibility for the deferral in accordance with the list established by Cabinet of Ministers Resolution No. 560.
In other words, if a repeat application is necessary, you must have documents confirming the relevant grounds for the deferment. The ASC administrator accepts the application and submits it electronically via government information systems for further review. The service itself is free of charge. Following an approval decision, information regarding the deferment is entered into the registry. The data should appear in the conscript’s online account, and the applicant is also notified of the outcome.
What happens if you submit the application too early
If a deferment on the same grounds is still in effect and more than 30 days remain until its expiration, the system will halt further processing of the application. The government resolution explicitly provides for an exception: such a check does not halt the application when there are fewer than 30 calendar days remaining until the current deferment expires, or when a person submits an application specifically to renew the deferment on a different basis.
The Ministry of Defense explains this more simply in its clarification: to extend the same deferment, you must apply to the Administrative Services Center when there are 30 days or fewer remaining until its expiration. If there are more days remaining, the system will automatically deny the extension.
When Will This Take Effect
The Cabinet of Ministers adopted amendments to Resolution No. 560 on July 29, 2026, via Resolution No. 978. This resolution, in particular, regulated the renewal of existing deferrals and established a new procedure for processing applications through the Administrative Service Center. In practice, those subject to military service should follow this rule: if a deferment is being extended on the same grounds, they should apply to the Administrative Service Center 30 days before it expires or later.
However, not everyone needs to rush to the Administrative Service Center. First, it is worth checking whether the deferment has been automatically extended. If the legal grounds remain valid and the relevant data is available in state registries, it may be extended without resubmitting documents. General mobilization in Ukraine has now been extended for 90 days starting August 2, 2026, in accordance with Presidential Decree No. 597/2026.
