Officials from the Luhansk Regional State Administration Are Suspected of Embezzlement in an Advertising Procurement
Prosecutors in the Luhansk region have uncovered a corruption scheme involving the embezzlement of 192,000 hryvnias in public funds during the procurement of advertising and marketing services. The director of one of the departments of the Luhansk Regional State Administration, her deputy, and a businessman involved in the scheme are suspected of committing the crime under martial law.
According to the investigation, in March 2026, the department announced a procurement of services with an estimated value of over 3.2 million hryvnias on the Prozorro platform. To ensure the victory of a specific contractor, the officials enlisted a nonprofit organization as a “technical” participant to simulate competition. After signing a contract worth 3.21 million hryvnias, the winning bidder subcontracted part of the work to another entity under its control, and the budget funds received were converted into cash and sent via postal money orders from Kropyvnytskyi and Zakarpattia to Dnipro for further transfer to the department director.
During searches, law enforcement officers seized approximately 5 million hryvnias, cell phones, computer equipment, and rough notes detailing “kickback” calculations. The court ordered the department director to be held in pretrial detention with the right to post bail, set bail for her deputy, and placed the businessman under round-the-clock house arrest.

Meanwhile, law enforcement officials have completed a pretrial investigation into the embezzlement of state funds during the procurement of food supplies for the Armed Forces of Ukraine.
Officials from the Poltava Regional Military Administration are accused of large-scale embezzlement during the construction of fortifications in the Donetsk region.
