The SBU detained the head of the Medical Examination Commission in Kropyvnytskyi for selling disability certificates
Law enforcement officials in the Kirovohrad region have dismantled a large-scale scheme to evade mobilization, which was organized by the head of the military medical commission in collaboration with local doctors.
This was reported by the Security Service of Ukraine.
The perpetrators were selling fake medical documents certifying unfitness for service due to health conditions to conscripts on a massive scale. The fraudsters were caught red-handed while receiving another payment from a client.
Officials from several medical institutions in the region were found to be involved in organizing the illegal activity.

Specifically, the organizers of the scheme included the head of the medical commission at one of the civil protection agencies, the deputy chief physician, and the head of a department at the city hospital.
Members of expert commissions at regional medical institutions were also drawn into the scheme, helping to fabricate non-existent diagnoses.

Officers of the Security Service of Ukraine have already officially documented more than 10 instances of bribery for issuing fake disability certificates.
The price depended on the complexity of the diagnosis and the urgency of preparing the document package for the evader. According to the investigation, the cost of such a “service” ranged from $2,000 to $5,000.

The participants in the scheme developed a clear and cynical algorithm for forging medical documentation for their potential clients.
The suspects entered false information into medical records regarding allegedly prolonged inpatient treatment and forged test results. This allowed them to create the appearance of severe chronic illnesses.

In the next stage, the forged documents were sent to controlled medical institutions for final approval.
Afterward, the suspects sent the fictitious documents to controlled members of expert teams assessing an individual’s functional capacity—the former Medical and Social Expert Commission (MSEC)—to assign disability categories to those evading service.
Law enforcement agencies conducted a lightning-fast special operation and detained the key organizers during a money transfer. During subsequent investigative actions, irrefutable evidence of systematic corrupt activities was uncovered.
During searches of offices, residences, and vehicles belonging to those involved, medical records were seized, along with over 7 million hryvnias in cash.
