In Kyiv, charges were filed against the head of a branch of one of the district military registration and enlistment offices and the head of a civic organization, who, according to the investigation, organized a scheme to receive bribes from conscripts.

The Military Registration and Enlistment Office official is charged with accepting an unlawful benefit, while the head of the civic organization is charged with aiding and abetting this crime.

According to the investigation, in June 2026, the head of the civic organization, acting in collusion with the Military Registration and Enlistment Office official, offered a conscript to “resolve the issue” of his military registration.

For $5,000, the man was promised that they would arrange for him to undergo a medical examination resulting in a finding of fitness for service exclusively in rear units, the Military Registration and Enlistment Office, or educational institutions, or that he would subsequently sign a contract with a rear unit in Kyiv.

The Military Registration and Enlistment Office official, as noted, provided the conscript with a referral for the medical examination and a pass allowing him to move freely around the city.

Law enforcement officials documented the transfer of funds in several installments.

In August 2026, while receiving the final installment of the agreed-upon amount, both suspects were detained.

Pre-trial measures have been imposed on the suspects. The pre-trial investigation is ongoing, and law enforcement officials are identifying other possible accomplices in the scheme.

If found guilty, the suspects face up to 10 years in prison, as well as disqualification from holding certain positions for up to three years and confiscation of property.

At the same time, in accordance with the principle of the presumption of innocence, the suspects are presumed innocent until their guilt is proven in court by a conviction.

Earlier, the court imposed a pretrial measure on the head of the Mykolaiv Regional Territorial Coordination Center and Joint Staff in a case involving the receipt of unlawful benefits. The court ordered the official to be held in custody for 60 days but allowed him to be released on bail in the amount of 4,659,200 hryvnias. According to the investigation, he was detained the day before while receiving 10,000 dollars.

Law enforcement officers detained the head of the Mykolaiv Regional Military Registration and Enlistment Office on suspicion of receiving illicit benefits totaling 15,000 U.S. dollars. According to the investigation, the official was caught in the act of receiving $10,000 in exchange for failing to take mobilization measures against three men subject to military service, removing them from the wanted list in the “Oberig” system, and ensuring conditions for their continued employment at their place of work.
