In Lviv, a confrontation between a traffic police officer and a woman was captured on video; an investigation has been launched
On September 8, a conflict broke out in Lviv between members of the Territorial Defense Forces and a civilian woman. A video of the incident was shared on social media. The footage shows a man in military uniform shoving and pushing the woman, causing her to fall to the ground.
The Lviv Regional TCC and Special Forces stated that, prior to the conflict, the woman allegedly obstructed the work of an alert team and used tear gas. Meanwhile, the Lviv Regional National Police has launched an internal investigation into the police officer who was part of that team.
The incident occurred on September 8 on Dunayska Street in Lviv.
That day, Member of Parliament Oleksiy Goncharenko posted several videos featuring the public alert team on social media. One of the videos captures a conflict between military personnel and a civilian woman.
In the video, a man in military uniform pushes and shoves the woman near the entrance to a building, causing her to fall to the ground. A police officer standing nearby pulled the soldier aside and said, “Don’t touch the woman.”
Late in the evening, the Lviv Regional Territorial Center for Mobilization and Military Service released its version of the incident.
The agency claims that a man subject to military conscription refused to show his military registration documents to a mobilization team, after which he began to flee and ran into the entrance of a residential building.
According to the Military Registration and Enlistment Office, it was after this that a conflict arose involving the woman.
“Subsequently, a conflict arose at the scene, during which a woman who was nearby began to obstruct the lawful actions of the mobilization team, blocked the entrance to the building, and used tear gas against the military personnel. And this is where the main manipulation begins: because a number of Telegram channels are circulating not the full picture of the incident, but a single fragment—the moment when a servicemember is already reacting to aggressive actions directed at him,” the Lviv Regional Operational Command and Joint Staff reported.
The agency called the dissemination of this isolated video clip a “manipulation scheme” and stated its readiness to investigate the circumstances and conduct a legal assessment of the actions of all participants.
“The public is being shown not the cause but the consequence—not the beginning of the conflict, the citizen’s flight, or the obstruction of lawful actions, nor the use of tear gas against military personnel, but only the moment that is convenient to present as ‘a soldier used force against a woman,’” the statement reads.
Thus, the TCC insists that the released footage does not reflect the entire situation; however, a final assessment of the circumstances of the conflict must still be provided by the competent authorities.
Following the public outcry over the incident, the Lviv Regional National Police announced the launch of an internal investigation into the police officer who was part of the response team.
Consequently, law enforcement officials are tasked with verifying the circumstances of the conflict and the actions of all individuals involved.
Currently, the accounts of those involved differ: the video shows the moment force was used against the woman, while the TCC claims that this was preceded by an attempt by the conscript to flee, obstruction of the alert team’s work, and the use of tear gas.
The Lviv Regional Territorial Control and Security Service responded to this situation.
As a reminder, in the Ternopil region, a 47-year-old man died during a document check by a mobile team from the Territorial Recruitment Center and the Special Forces. A resident of the village of Solone in the Tovsten community complained of feeling unwell and died before medical personnel arrived.
As a reminder, in Ternopil, following a conflict between Territorial Recruitment Center staff and civilians, the alert teams were required, effective September 8, 2026, to record their actions using body cameras and to wear uniforms.
In Ternopil on the evening of August 25, while identifying individuals who might be evading military service, a group of people attacked employees of the Territorial Recruitment Center. As a result, three military personnel were injured.
