The TCC uncovered a scheme involving the fraudulent conscription of 276 people

In Ukraine, officials at regional recruitment centers have been exposed for allegedly organizing the fictitious registration of conscripts. According to the investigation, this involved a so-called “paper army”—the reports listed 276 people, including deceased individuals and prisoners. To meet their quotas, officials added non-existent people to the documents, creating distorted mobilization statistics.

This was reported by Prosecutor General Ruslan Kravchenko.

 

With legal access to the “Oberig” state registry, military registration and enlistment office officials logged into the system using their personal electronic keys and entered false data into the records of those subject to military service.

To improve the statistics, the list of “mobilized” individuals included the deceased and convicted persons, those eligible for deferment or special registration, citizens already serving or studying at military academies, as well as those who are no longer subject to mobilization due to their age.

In addition to the electronic registry, officials signed fake nominal lists of conscripts who were supposedly already serving in military units. In reality, none of these people had been drafted—the forged documents were simply sent to regional military registration and enlistment offices and the State Employment Service to improve the statistics.

In Zakarpattia, at the Mukachevo Regional Military Registration and Enlistment Office, a 49-year-old colonel, the head of the military registration office, fictitiously mobilized 162 people in January–March 2026 alone. His 37-year-old deputy, a major, added another 108 people to the fake statistics during the same period.

A separate incident occurred at the Zolochiv Regional Military Registration and Enlistment Office in Lviv Oblast. A 41-year-old lieutenant colonel, the acting head of the office, “drafted” six people in November–December 2025 who were actually already serving on contract at the Military Hospital of the National Guard of Ukraine and other military units.

Currently, all three have been notified of the charges against them. The court remanded the Transcarpathian colonel and his deputy, a major, into custody with bail set at 3.9 million UAH and 3.3 million UAH, respectively. A preventive measure was also imposed on the lieutenant colonel from Lviv Oblast—bail in the amount of 121,100 UAH.
