Hungary has once again blocked negotiation clusters 2 and 3 for Ukraine
Ukraine’s negotiations on accession to the European Union have once again stalled due to Hungary’s position. On September 8, the EU Council’s Working Group on Enlargement (COELA) failed to approve the results of the screening of negotiation clusters 2 and 3.
European diplomats once again tried to persuade Budapest to support Ukraine’s further progress in the negotiation process, but no agreement was reached.
“Member states have not changed their positions; Hungary refuses to move forward with opening clusters 2 and 3 for Ukraine,” one of “European Truth’s” sources said.
At the same time, Hungary continues to block the opening of negotiation clusters for Moldova as well. Back in July, Budapest had declared its readiness to approve the results of the third cluster’s screening for Chisinau.
However, other EU countries have not yet supported separating Ukraine and Moldova in the progress of accession negotiations. Consequently, neither country is making further progress on the relevant clusters.

At the first meeting of the Council of the European Union’s Working Party on Enlargement (COELA) following the summer recess on September 1, the Hungarian delegation once again refused to approve the screening results for negotiation clusters 2 and 3 for Ukraine.
The Hungarian authorities decided to expel 10 employees of the Russian diplomatic mission from the country due to activities that Budapest considers unacceptable for diplomats under the Vienna Convention.
