Ukraine and Spain have signed a protocol on the readmission of persons
A delegation from the Kingdom of Spain, led by Minister of the Interior Fernando Grande-Marlaska Gómez, arrived in Ukraine to discuss current security challenges facing Ukraine and Spain, as well as to explore opportunities for deepening bilateral cooperation in the field of security and law enforcement.
The Spanish delegation was received by Deputy Minister of Internal Affairs of Ukraine Kateryna Pavlichenko.
As part of the visit, the delegation, together with Ukrainian Minister of Internal Affairs Ihor Klymenko and the leadership of the National Police and the National Guard, paid tribute to the fallen Ukrainian defenders at St. Michael’s Square in Kyiv by laying flowers at the Wall of Remembrance.
The parties held talks on:
- the security situation in Ukraine;
- countering Russian aggression;
- the protection of critical infrastructure;
- the fight against organized crime;
- the development of international police cooperation;
- control over the use of UAVs and aviation safety.
Ihor Klymenko briefed the Spanish side on the consequences of Russian attacks, including strikes on energy and water infrastructure, as well as the widespread destruction in Kyiv and other regions.
An Implementation Protocol between the governments of Ukraine and Spain to the EU Agreement on the readmission of persons was also signed.



The Spanish side reaffirmed its support for Ukraine, particularly regarding the protection of civilians and providing shelter to Ukrainians.
During the visit, the delegation also visited the site where a Russian missile struck a residential building in Kyiv, resulting in civilian deaths and injuries.
Separately, the parties discussed the exchange of experience in the field of security, personnel training, and the development of technologies to counter drones.
The Spanish delegation noted Ukraine’s experience in the security sector and expressed interest in further cooperation.
