Ukrainian driver's licenses can be exchanged in Germany without taking any tests

Ukrainian drivers will be able to exchange their national driver’s licenses for German ones without taking any tests. Ukraine has been added to the list of countries covered by the relevant provisions of German law.

The new rules will take effect on August 18.

New Rules for Ukrainian Drivers in Germany

Previously, the procedure for exchanging a driver’s license for citizens of non-EU countries required passing both exams:

  • the written test,

  • practical.

The German Ministry of Transport explained that the Ukrainian driver’s license system is comparable to the European one in terms of license classes.

How to Exchange a Driver’s License in Germany

To exchange their license, Ukrainians will need to contact the driver’s license office—Führerscheinstelle or Fahrerlaubnisbehörde—in their place of residence.

The agency will verify:

  • the applicant’s documents,

  • their eligibility to operate vehicles of the corresponding category.

To exchange a Category B license, you do not need to retake the written or driving tests.

The new procedure will apply to the following categories:

  • A1,

  • A,

  • B,

  • BE,

  • C1,

  • C1E,

  • C,

  • CE,

  • D1,

  • D1E,

  • D,

  • DE.

The list does not include category B1, which applies to quadricycles, or category T, which applies to tractors.

For truck and bus categories, applicants will need to confirm that they meet the established health and vision requirements.

An exception is also provided: if Ukrainian categories C or D were obtained without category B, you will need to pass a written and practical exam to obtain the German category B.

The regulation also adds Ukrainian to the list of languages in which the theory test for obtaining a driver’s license in Germany can be taken.

The Ministry of Internal Affairs explained why a driver’s license may not appear in the Diia app.

Earlier, a fatal traffic accident occurred in the Obukhiv district. A 70-year-old driver of a passenger car was killed in the accident, and two female passengers were injured.

In Ukraine, since the beginning of this year, 390 people—including 168 children—have been injured in traffic accidents involving light electric vehicles.
