The High Anti-Corruption Court has imposed a preventive measure on Shurma, the former deputy head of the Presidential Office
The High Anti-Corruption Court ordered pretrial detention for Rostyslav Shurma, former deputy head of the Office of the President, and his brother Oleg Shurma.
The decision was made on April 21 following a motion by NABU investigators, approved by the SAPO prosecutor, in a case involving large-scale embezzlement in the energy sector.
According to the investigation, the former official of the Presidential Office and his brother, who owns a network of companies, organized a scheme to embezzle funds intended for payments under the “green” tariff.
The pre-trial investigation established that the illegal activities were carried out in the interests of power-generating companies located in the temporarily occupied territory of Zaporizhzhia Oblast.
The criminal scheme began back in 2019–2020, when Rostislav Shurma and his brother took control of a group of enterprises in the Vasylivskyi district.
There, they built solar power plants with a total capacity of about 60 MW and entered into contracts with the state-owned enterprise “Guaranteed Buyer.”
After the start of Russia’s full-scale invasion, the situation took on the characteristics of outright looting of state resources.
Companies controlled by the brothers continued to report electricity production, even though it was not actually being fed into Ukraine’s power grid.
“The individuals are suspected of embezzling funds intended for payments under the ‘green’ tariff as part of an organized group,” the SAP notes.
The state continued to pay significant sums for fictitious generation, and the funds received were diverted through a network of affiliated firms.
According to law enforcement estimates, the total amount of damage to the budget amounts to 141.3 million hryvnias. This served as the basis for announcing suspicion of embezzlement through abuse of official position.

Additionally, Shurma’s brother’s company filed a lawsuit against the Russian Federation.
