Two FSB agents were sentenced for the terrorist attack near the TCC in Kamianets-Podilskyi

The court handed down sentences to two agents of Russia’s FSB who organized a terrorist attack near the Territorial Recruitment and Social Support Center (TRSSC) in Kamianets-Podilskyi in February 2025. One of the convicted men received a life sentence, while the other was sentenced to 15 years in prison.

According to the investigation, the convicted men are a local drug addict and a vocational college student who was 17 years old at the time of the crime. Both, according to the SBU, were recruited through a Telegram channel advertising “easy money.” They acted separately, following the instructions of a single FSB handler.

According to investigators, the minor constructed a homemade explosive device with remote detonation capabilities and hid it in a prearranged location. The other suspect was supposed to retrieve the explosive from the hiding place, conduct additional reconnaissance near the TCC building, install a hidden camera there for the Russian special services, and deliver the device to the site of the planned terrorist attack.

The SBU noted that, fearing he might be eliminated by his Russian handlers, the perpetrator enlisted a courier who, unaware of the package’s contents, delivered it to the TCC building. Upon the courier’s arrival, Russian intelligence services remotely detonated the explosive device. As a result of the explosion, a delivery service employee was killed, and seven other people were injured.

SBU officers detained both suspects within 24 hours of the attack. During searches, they seized mobile phones containing evidence of contact with FSB representatives, as well as components for manufacturing improvised explosive devices.

The court found both guilty of high treason, a terrorist act, illegal possession of weapons, and the illegal manufacture of explosives.

The agent who directly carried out the attack was sentenced to life imprisonment with confiscation of property. His accomplice, given that he was a minor at the time of the crime, was sentenced to 15 years in prison with confiscation of property.
