On September 4, President Volodymyr Zelenskyy spoke with NATO Secretary General Mark Rutte about upcoming meetings with representatives of U.S. President Donald Trump. The American delegation is expected to arrive in Kyiv in the coming days. The two sides also discussed Ukraine’s defense needs, including missiles for the Patriot systems and defense funding.

 

On the evening of September 4, President Volodymyr Zelenskyy spoke with NATO Secretary General Mark Rutte. The main topic was preparations for meetings with representatives of U.S. President Donald Trump, who are expected to arrive in Kyiv in the coming days.

Zelenskyy briefed Rutte on the situation regarding Russian strikes on Ukraine and the assistance currently needed by the Ukrainian army. They also discussed upcoming meetings with U.S. officials separately.

The president noted that Ukraine and NATO share the same view on the need to advance diplomacy. “Mark and I both see the need for progress in diplomacy, and the meetings in the coming days could be useful,” Zelenskyy said. According to him, the upcoming talks could be important for further diplomatic efforts and for finding ways to end the war.

They Discussed Defense Funding

Funding for Ukraine’s defense was a separate topic of discussion. Due to the full-scale war, Ukraine needs significant funds to purchase weapons, ammunition, military vehicles, and other military equipment. Therefore, Kyiv continues to seek international support to help cover the deficit in the defense budget.

Zelenskyy noted that he also discussed the issue of funding shortages with Rutte. “We spoke specifically about Ukraine’s need to cover the defense funding shortfall,” the president said. According to him, work on this issue is ongoing.

Ukraine Needs Missiles for the Patriot System

Another important topic of discussion was air defense. Russia regularly attacks Ukrainian cities and infrastructure with missiles and drones. As a result, Ukraine constantly needs to replenish its stockpiles of missiles for air defense systems. This applies, in particular, to the American Patriot systems. They are used to intercept the most dangerous aerial targets, including ballistic missiles.

Zelenskyy reported that Rutte had informed him about efforts to implement the PURL program and provide Ukraine with the necessary missiles. “Mark spoke about his communications regarding the implementation of the PURL program and the missiles Ukraine needs for the ‘Patriots,’” the president noted. PURL is a mechanism through which allies help procure American weapons for Ukraine. Its importance for Kyiv lies, in particular, in the ability to more quickly obtain the necessary defense systems and ammunition.

Why This Meeting Is Important

The conversation between Zelenskyy and Rutte took place on the eve of the arrival in Kyiv of representatives from the Trump administration. For Ukraine, these contacts are important for several reasons. Kyiv is striving to maintain close coordination with the U.S. and its European allies while continuing diplomatic efforts to end the war. Zelenskyy himself emphasized that meetings in the coming days could be useful for advancing diplomacy.

At the same time, the president did not disclose any specific details about the upcoming talks with Trump’s representatives in his statement. Nor were there any reports of specific agreements that have already been reached. It is currently known that the Ukrainian side is preparing for the meetings, and the main topics remain diplomacy, security, military aid, and ensuring Ukraine’s air defense capabilities.

Thus, on the eve of the American representatives’ arrival, Zelenskyy and Rutte coordinated their positions regarding further negotiations. In addition to diplomacy, they discussed entirely practical issues—defense funding and missiles for the Patriot systems. It is important for Kyiv that diplomatic negotiations be accompanied by sufficient military support. That is why the issues of air defense and defense funding remain among the key topics in Ukraine’s contacts with its allies. He announced this on the evening of September 4 on social media.

U.S. presidential representatives Steve Witkoff and Jared Kushner will visit Russia and Ukraine in the coming days. According to Volodymyr Zelenskyy, they will first travel to Moscow and then arrive in Kyiv on Sunday, where they will hold talks with the Ukrainian side.
