Zelenskyy Approved the Development Plan for Plast Through 2035
On September 4, Volodymyr Zelenskyy approved a new concept for the development of the Plast and Scouting movements. The document outlines the areas of support for Plast in Ukraine and abroad for 2027–2035.
The Cabinet of Ministers has two months to develop and approve an implementation plan for the Concept. The government must also determine how to finance the measures outlined in the document.
One of the key priorities will be creating conditions for integrating Plast and Scout educational programs and related methods into the education system. The government also plans to promote the development of the movement’s infrastructure, its popularization in Ukraine and abroad, international cooperation, and the conduct of research and methodological work.
In particular, plans include developing a regional network of Plast training centers, involving educational institutions in the implementation of relevant programs, and expanding the network for training mentors and Scout leaders. The development of the infrastructure and capacity of Plast and Scout organizations is to be supported, in particular, through grants.
The document identifies the shortage of Plast educators and Scout leaders as a separate problem. It is noted that the shortage of trained personnel complicates the establishment of new chapters and slows down the implementation of projects for children and youth. Therefore, the Concept provides for systematic training of new mentors and support for those already working with youth.
The state will also facilitate the organization of Plast and Scout camps in accordance with current safety requirements. Local governments will be able to provide informational, logistical, and financial support for regional events. Support for the participation of Ukrainian Plast members and Scouts in international events is also provided for.
Currently, Plast operates in approximately 30 countries worldwide. The international network comprises over 100 chapters, which collectively bring together about 6,000 Plast members.
The Concept also includes data on Plast members’ participation in the defense of Ukraine. Since the start of the war in 2014, 89 Plast members have been killed, seven are missing in action, nine have been held captive, and one person remains in captivity. Among the deceased are ten Plast members who lived abroad and had returned to Ukraine.
The Concept is scheduled to be implemented from 2027 to 2035. As a result, it is expected that the number of children and young people involved in the Plast and Scouting movements will increase, the network of local chapters and training centers will expand, and the number of young people engaged in volunteer activities will grow.
