Zelensky signed a law waiving utility bills for damaged housing
Ukrainian President Volodymyr Zelenskyy has approved a legislative act exempting owners of property damaged or destroyed by the war from paying for housing and utility services.
The document officially regulates the mechanism for calculating fees for the management of apartment buildings that have become uninhabitable due to Russian aggression.
The main purpose of the law is to protect the rights of citizens whose homes have been damaged as a result of hostilities, terrorist attacks, or sabotage.
From now on, the right not to pay for services that cannot actually be provided due to the destruction of the property is enshrined in law.
The law provides for the complete cancellation of building management fees if the building “cannot be used for its intended purpose.”
This applies not only to entire buildings but also to individual apartments, non-residential premises, or common areas.
Owners of housing that has sustained significant damage are “exempt from paying for certain housing and utility services during the period when the property is effectively uninhabitable.”
The grace period will last until the building’s functionality is fully restored.
In addition to financial aspects, the document clearly defines the procedure for recording damage to real estate.
This will allow owners to have officially recorded data on losses, which is critically important for subsequently receiving reparations or compensation.
The law also establishes a procedure for coordination between local authorities, apartment building managers, and service providers.
This is necessary for the synchronized “recording of damage and suspension of billing” to avoid bureaucratic errors.
