Zelenskyy signed amendments to the 2026 state budget
President Volodymyr Zelenskyy signed a law amending the 2026 state budget. The document provides for an increase in funding for the security and defense sector by 1.56 trillion hryvnias. Ukraine will receive a significant portion of these funds through financial assistance from the European Union.
President Volodymyr Zelenskyy has signed a law amending the 2026 state budget, which provides for additional funding for the security and defense sector. This information was published on the Verkhovna Rada’s website. The law in question is No. 4908-IX, which is intended to provide additional resources for the Ukrainian military and the development of the defense sector. “Law No. 4908-IX provides for an increase in spending on military pay and the development of weaponry, in particular through the mobilization of large-scale foreign aid from the EU,” the Verkhovna Rada reported.
According to the document, funding for the security and defense sector will increase by 1.56 trillion hryvnias. The main source of these funds will be financial support from the European Union under the Ukraine Support Loan program. In addition, additional funds will be allocated from the reserve fund. Part of the funding will be directed toward supporting the energy sector.
Specifically, 559.1 million hryvnias are earmarked for the energy sector. Back in May 2026, the government prepared amendments to the budget, explaining the need for this decision as a means to strengthen the security and defense sector. The Cabinet of Ministers noted that the increase in spending was made possible following the approval of a large-scale European Union financial program.
“This was made possible by the approval of a 90-billion-euro loan from the European Union for 2026–2027. This year, we expect 45 billion euros in support, of which 31.8 billion euros will be allocated to national defense and security, and another 13.2 billion euros will be used to cover the budget deficit. The first tranche is scheduled for June,” the prime minister explained.
Thus, the additional funds are to be used primarily for payments to military personnel, the procurement and development of weapons, as well as other needs related to the country’s security. The government expects that the new funding will ensure the stable operation of the defense sector and the fulfillment of key budgetary obligations throughout 2026. In January–April 2026, the general fund of Ukraine’s state budget received 1.04 trillion hryvnias.
