The Kremlin sets tough demands: ISW reports new conditions for ending the war
Russia is not trying to achieve only territorial concessions in the conflict with Ukraine, but is putting forward much broader demands, including changes to the European security architecture.
According to information from the Institute for the Study of War (ISW), Moscow wants to limit NATO’s influence and demands security guarantees for itself, which puts any potential peace agreements at risk.
The ISW report notes that Moscow insists not only on territorial concessions, but also on the fulfillment of broader demands toward Ukraine, NATO, and the West as a whole. In particular, Russia seeks changes in Europe’s security architecture and limitations on NATO’s influence, which goes beyond the scope of purely the Ukrainian issue.
“The Kremlin’s latest statements contradict several positions that Trump presented as the basis for ending the war. The Kremlin has repeatedly rejected security guarantees for Ukraine proposed by Europe. Kremlin representatives have also called for including Russia’s demands to halt NATO expansion and roll back its borders in any future peace agreement,” ISW states.
Analysts emphasize that any peace agreement that does not take these broader Kremlin demands into account will not satisfy Russia. Accordingly, such a format of agreements is unlikely to lead to lasting peace or to the normalization of relations between Russia and Europe or the United States.
It is worth recalling that the Russian Federation has put forward counter-demands to the peace plan agreed upon by the United States and Ukraine.
It is also reported that four final documents are being discussed during negotiations regarding Ukraine.
