Putin aims to wear down Ukraine — ISW on Kremlin strategy
The Institute for the Study of War (ISW) notes that the Kremlin shows no signs of being willing to make meaningful compromises in its war against Ukraine.
Analysts emphasise that Vladimir Putin remains firmly committed to his “theory of victory,” which the West has yet to effectively challenge. While the U.S. and European allies have the capacity to disrupt Russia’s strategic plans, decisive pressure is required.
To compel Moscow to back down, it is necessary to strengthen the Ukrainian Armed Forces’ military capabilities by supplying modern weapons and equipment. Additionally, tough sanctions, confiscation of Russian assets abroad, and blocking the aggressor’s access to key resources should be implemented. Such measures would paralyse the Kremlin’s long-term war plans.
Russia is using a strategy of gradual attrition against Ukraine ahead of any negotiations. The occupiers are deliberately targeting the energy system, seeking to fragment it into isolated “energy islands.”
This approach would lead to prolonged power outages in critical regions, paralyse logistics for the Ukrainian Armed Forces, and disrupt civilian life.
Earlier, talks in Abu Dhabi reached a deadlock.
The next round of negotiations between the U.S., Ukraine, and Russia is scheduled for 1 February in Abu Dhabi.
