Russia has modernized the secret "Perimeter" nuclear complex in the Urals

Russia has carried out a large-scale modernization and expansion of the secret underground complex “Object 1335” (“Grot”) inside Mount Kosvinsky Kamen in the Urals, which is linked to the “Perimeter” nuclear retaliatory strike command system, known in the West as the “Dead Hand.”

Construction work at the facility has been ongoing since 2018. To expand the underground infrastructure, more than 22,000 metric tons of steel, 56,500 metric tons of cement, 600 km of electrical cables, and equipment for protection against radiation and chemical contamination were purchased. According to Professor Per Holtermann, the purchased cement is sufficient to produce approximately 150,000 cubic meters of concrete. Nuclear policy expert Jeffrey Lewis noted that the materials gathered indicate the complex’s return to combat readiness.

Russian military sources have indicated that the system was modernized and returned to combat readiness in 2023, a fact also reported by retired Major General V. G. Khalin. According to former U.S. Ambassador to Ukraine Stephen Pifer, the increased automation of “Perimeter” is cause for concern, as it reduces the human role in the decision-making process regarding the use of nuclear weapons.
