Russia Is Running Out of Offensive Capabilities After Setbacks on the Front Lines in July — Black Bird Group

In July 2026, Russian troops occupied approximately 106 square kilometers of Ukrainian territory—the highest monthly figure since January. At the same time, analysts note that the pace of advancement remains limited and indicates that Russia’s offensive capabilities are gradually being exhausted.

By comparison, in July 2025, the occupiers seized nearly five times as much territory as they did this summer. Russia achieved its greatest successes in July 2026 in the north of Donetsk Oblast—west of Siversk, where the Russian Federation’s 3rd Combined Arms Army continues to advance toward Kramatorsk. Analysts also noted minor gains east of Kostiantynivka, where nearly the entire city is now in the gray zone, and near Huliaipole. Currently, the Defense Forces are repelling dozens of enemy assaults in these areas every day.

In the border regions, the occupiers have also stepped up their infiltration attempts in the Kharkiv and Sumy regions. According to the Black Bird Group’s assessment, this has been made possible by the stretched front line; however, these actions are unlikely to pose serious problems for Ukraine in the near term.

Although Russia’s July offensive was the fastest since January, analysts do not see it as a genuine offensive momentum. According to their data, throughout 2026, Russia lost a significant portion of the advantages it had previously gained, while Ukraine, at the same time, failed to turn the situation into its own stable gains. In the broader perspective, the Black Bird Group emphasizes that Russia has effectively exhausted its options on the battlefield—significant operational advances are unlikely in the near future.

Due to the economic pressure caused by Ukraine’s long-range campaign, analysts estimate that Russia will most likely attempt to escalate the war. However, as was the case in July, the Kremlin’s options for doing so are limited. Black Bird Group identifies mobilization as the most realistic scenario—it could provide Russia with enough personnel to form new units and pose a threat in new sections of the Ukrainian-Russian border.

At the same time, such a mobilization would come at a significant political cost to the Russian leadership, so it is unlikely to take place before Russia’s parliamentary elections, scheduled for mid-September. Analysts also do not rule out that a lack of results on the front lines and mounting economic problems could push Moscow toward negotiations; however, there are currently no clear signs of genuine interest on the part of the Kremlin in a serious dialogue.

Casualties among the personnel of the Russian occupation forces in the full-scale war against Ukraine have begun to outpace the rate of mobilization efforts in the Russian Federation

Russian dictator Vladimir Putin signed a law expanding the list of individuals eligible to sign contracts with the Ministry of Defense during mobilization, martial law, or wartime.
