In Russia, authorities are refusing to sound sirens during drone attacks for fear of causing panic

Authorities in Russian regions are increasingly refusing to activate warning systems during drone attacks. Among the reasons cited are the risk of panic, a loss of effectiveness of the alarms, and even an increase in the use of antidepressants.

In occupied Crimea, officials have stated that they will not respond to every drone flyover, as doing so could result in sirens sounding nearly around the clock. In the Rostov region, officials claim that the sounds of the alarms allegedly force people to leave safe areas, which could increase the number of casualties.

In Yaroslavl, authorities have explicitly stated their reluctance to provoke panic among the population. In Krasnodar, however, officials have decided not to equate the threat posed by drones with civil defense alerts.

In the Ryazan region, officials believe that overly frequent air raid alerts could lead to people ceasing to respond to danger signals. And in Kotelniki, near Moscow, residents are being told not to disclose the locations of shelters until mobilization or martial law is declared.

The Foreign Intelligence Service also took note of a statement by the head of Bashkortostan, Radiy Khabirov, who linked the decision not to sound sirens regularly to the rise in antidepressant use among Russians.

The intelligence report notes that residents of Moscow and the Moscow region regularly complain about the lack of warnings during drone attacks. According to the Foreign Intelligence Service, this indicates that the Russian authorities are increasingly afraid of the public’s reaction to the real consequences of the war.

Ukrainian drones attacked the Russian ferry “Panagia,” which, according to Russian sources, was used to transport military cargo from the Krasnodar Krai to the temporarily occupied Crimea.

On the night of Saturday, June 21, drones attacked the port in Kerch in the temporarily occupied Crimea and the “Kavkaz” port in the Krasnodar Krai of the Russian Federation, resulting in fires at the facilities.

In the Dnipro direction, particularly on the temporarily occupied left bank of the Kherson region, Russian troops are increasingly facing supply and logistics challenges. Ukrainian defense forces have intensified pressure on key supply routes, further complicating the movement and delivery of resources to the occupying forces.
