Montenegro is preparing to introduce a visa requirement for Russians
Montenegro has begun preparations to introduce a visa regime for Russian citizens. As part of these changes, the visa service provider VFS Global will open application centers in eight Russian cities.
Currently, a visa-free regime is still in effect between Russia and Montenegro, allowing Russians to stay in the country for up to 30 days without a visa. However, it will remain in effect only until the end of September 2026.
The introduction of visa requirements is linked to Montenegro’s obligations on the path to full membership in the European Union. By the end of the third quarter of 2026, the country must bring its visa policy into full compliance with EU rules, which entails the abolition of the visa-free regime for Russian citizens.

It should be noted that the EU plans to tighten visa rules for Russians as early as nextyear.
Even after the war ends, Ukraine will maintain strict restrictions on the entry of Russian citizens, tightening checks and authorization procedures. Foreign Minister Andriy Sibiga made this statement, emphasizing that Russia is viewed as an aggressor state. According to him, a mass influx of Russians into Ukraine is not expected.
Thus, Ukraine is effectively establishing a long-term model of strict border control for Russian citizens, which will remain in effect not only during the war but also after it ends.
