The EU and Ukraine have initialed a memorandum on €8.35 billion in macro-financial assistance
On May 20, Ukraine and the European Union agreed on the text of a Memorandum on macro-financial assistance amounting to €8.35 billion. This is part of a broader €90 billion EU loan package. The document sets out the conditions and mechanisms for providing funding aimed at supporting Ukraine’s macroeconomic stability.

European Commissioner for Economic Affairs Valdis Dombrovskis signed the Memorandum on behalf of the EU on Wednesday, May 20. The next step is its ratification by the Verkhovna Rada of Ukraine. The adoption of the document will enable Ukraine to receive €8.35 billion for budgetary needs in 2026.
Another €8.35 billion is planned to be provided under the Ukraine Facility mechanism, the terms of which are currently being negotiated with the Ukrainian side; according to EuroPravda, these negotiations are also expected to be concluded in the near future.
Earlier, on April 23, EU countries approved the 20th package of sanctions against Russia, which imposes restrictions on 46 vessels of the “shadow fleet” and 60 entities supporting the Russian military-industrial complex. The new measures include stricter export restrictions on dual-use goods and sanctions against 20 credit and financial institutions.
A trilateral meeting of the leaders of Ukraine and the European Union took place in Nicosia, following which Volodymyr Zelenskyy, António Costa, and Ursula von der Leyen issued a joint statement on a new phase of support for Kyiv. The discussion focused on a €90 billion loan, sanctions pressure on Russia, and Ukraine’s continued progress toward EU membership. The leaders emphasized the need for swift decisions and strengthened joint action.
