The European Commission is preparing to grant Ukraine a loan despite Hungary's opposition

The European Commission is continuing with the technical preparations for a €90 billion loan to Ukraine, despite the decision being blocked by Hungarian Prime Minister Viktor Orbán. 

As European Commissioner for Economic Affairs Valdis Dombrovskis stated on March 25, 2026, in the European Parliament, the EU Council has already adopted two of the three necessary legislative proposals. Brussels plans to act as quickly as possible once the political veto is lifted or an alternative mechanism for providing support is found, the EP reports.

Currently, efforts are focused on agreeing on the financing terms and a Memorandum of Understanding with the Ukrainian side. Key requirements for receiving funds include:

• implementing structural reforms to strengthen the economy;

• implementation of anti-corruption measures;

• steps to accelerate Ukraine’s integration into the EU single market.

European Commission President Ursula von der Leyen confirmed that despite one of the leaders breaking their word at the March 19 summit, the EU will ensure a result “one way or another.” Ukraine has already submitted a draft financial strategy, allowing for the finalization of the technical parameters of the macro-financial assistance program. These developments come amid reports of a budget funding shortfall in the U.S. and calls from Washington for Kyiv to make territorial concessions in exchange for security guarantees.

The Czech government has expressed full support for Ukraine and is seeking the swiftest possible release of the €90 billion EU loan, though it is not providing a financial guarantee for it.

Von der Leyen assured that Ukraine will receive the loan from the EU.
