Guangdong unveils garment industry development plan through 2028 — ECNS
China’s Guangdong Province unveiled its Action Plan for the High-Quality Development of the Garment Industry for 2026–2028 on September 15. The document was presented simultaneously with the opening of the 2026 autumn session of Guangdong Fashion Week in Panyu District of Guangzhou, ECNS reports.
Industry indicators
In 2025, Guangdong had nearly 4,300 textile and garment enterprises above the designated size. Their revenue reached 360 billion yuan, or $53.2 billion.
In the first half of 2026, the province’s clothing exports amounted to 74.12 billion yuan. This was 7.5% more than in the same period of the previous year.

Technology and market access
According to officials, the province is home to more than 20 industrial clusters. Fast-fashion bases in Panyu can coordinate supply-chain resources within 30 minutes, approve samples within 24 hours, and fulfill orders in as little as 48 hours.
The plan provides for the establishment of innovation centers, the development of AI-powered design and smart manufacturing. It also covers the development of creative design and consumer brand clusters, as well as expanded market access through cross-border e-commerce and overseas warehouses.
