Consulates abroad will not provide services to men without military documents
Ukrainian consulates abroad will not provide services to men subject to military service between the ages of 18 and 60 unless they submit their military registration documents. These changes are provided for in a resolution of the Cabinet of Ministers of Ukraine.
The document also authorizes the compilation of case files regarding administrative offenses falling under the jurisdiction of territorial recruitment and social support centers (TRSCs and SSCs).
Specifically, to receive consular services at diplomatic missions under martial law, men between the ages of 18 and 60 who are citizens of Ukraine must submit not only the required documents but also their military registration document in electronic or printed form.
At the same time, Ukrainian citizens who are registered with the Security Service of Ukraine (SBU) or an intelligence agency must also submit their military registration document in paper form.
Verification is carried out directly at consular offices, subject to technical feasibility, through electronic data exchange between the “e-Consul” information and communication system and the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists.
It is now possible to generate documents regarding administrative violations
Among other things, the tasks of this Registry include:
identifying conscripts, persons subject to military service, and reservists, and ensuring the maintenance of military records for Ukrainian citizens;
preparing case files (documents) for proceedings in cases of administrative offenses falling within the jurisdiction of the Territorial Centers for Recruitment and Social Support (TCRS);
preparing documents necessary for performing tasks related to military registration and undergoing military medical examinations, etc.
It is also possible to verify military registration documents by obtaining real-time confirmation of the accuracy of personal data through the State Web Portal for Electronic Public Services in the Field of National Security and Defense.
Under what circumstances may consular services be denied to persons subject to military service
The document specifies the conditions under which consular officials are not permitted to perform consular services based on applications submitted by individuals, and a consular official shall decide to refuse to perform consular services in the following cases:
first, if information is received from the Registry during electronic data exchange indicating that the military registration document is invalid and/or that personal data needs to be updated;
second, the individual fails to present a military registration document in electronic form (including a printed copy) that is valid at the time of the application;
third, the person presents a military registration document in electronic form (including a printed copy) that lacks information confirming the validity of their personal data.
This is outlined in the Procedure for Verifying the Validity of Military Registration Documents by a Consular Officer of a Ukrainian Diplomatic Mission Abroad, attached to Cabinet of Ministers Resolution No. 981 of July 29.
