Nigeria seeks consultant to develop outsourcing services — Premium Times Nigeria
The Bank of Industry of Nigeria has announced a call for applications from consulting firms to establish a national business process outsourcing industry and high-value IT-enabled services under the Outsource to Nigeria initiative. Premium Times Nigeria reports.
The initiative is being implemented under the Investment in Digital and Creative Enterprises, or iDICE, programme. The Federal Government of Nigeria received financing for its implementation from the African Development Bank, the French Development Agency, and the Islamic Development Bank. The Bank of Industry of Nigeria has been designated as the programme's implementing agency.
Goals of the initiative
The programme is intended to support Nigeria's development as a competitive exporter of services requiring high qualifications, as well as the creation of high-paying jobs for graduates and an increase in service export revenues.
The consultant is expected to help attract international clients, including investment banks, law firms, insurance companies, healthcare systems, engineering firms, artificial intelligence laboratories, and studios. The plans also include establishing a KPO Academy to train specialists and launching paid internships supervised by employers in Nigeria and abroad.

A separate task will be to develop a regulatory framework, fiscal incentives, data governance rules, and investment attraction mechanisms for service delivery centres and global capability centres.
Requirements for applicants
Participants must provide memoranda, framework agreements, or other documents from industry partners confirming demand for services and containing indicative volumes and the duration of the arrangements. Applications without such confirmation will not be admitted to technical or financial evaluation.
The requirements include at least ten years of experience in knowledge process outsourcing, the provision of professional services, or high-value IT-enabled services, as well as proven experience in employing trained specialists. Potential areas of work include financial analytics, legal services, data science and artificial intelligence engineering, health informatics, engineering and architectural design, and creative production.
Applications must be submitted by 5 October 2026, 15:00 West African Time. The consultant will be selected through a procedure combining an assessment of the quality and cost of the proposal.
