New Zealand to allow investor visa applicants to invest in rental housing
From December, wealthy applicants for New Zealand’s Active Investor Plus visa will be able to count investments in approved funds financing long-term rental housing. The government’s decision is aimed at attracting foreign capital for the construction of such housing, Daily Maverick reports, citing Reuters.
Investments through managed funds
Applicants in the Growth category will not be able to invest directly in rental housing projects. Their funds must be invested through approved managed funds. Investors and their family members will also be prohibited from living in the housing complex financed by their investments.

Changes to the visa programme
New Zealand’s government, led by the centre-right National Party, has been gradually easing the terms of the Active Investor Plus programme since its relaunch in April 2025. The minimum investment amount for the Growth category was lowered from NZ$15 million to NZ$5 million, while the mandatory investment period was reduced from four to three years.
The authorities also expanded the list of eligible investments, eased English-language requirements for some applicants, and broadened opportunities for charitable investments. The programme changes come amid record net migration and weak economic growth in the country, which has a population of about 5 million people.
