Official Text of the Islamabad Memorandum: The U.S. and Iran Have Agreed on the Terms for De-escalation

In the United States of America, the official text of a document titled “The Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran,” which formalizes the agreements on the cessation of hostilities. 

The 14-point document was published following public outrage over the initial concealment of its contents from the public. 

The document contains provisions for the immediate restoration of free navigation and access to the Strait of Hormuz, as well as Tehran’s commitment to destroy nuclear waste. In addition, the memorandum outlines the framework for future technical negotiations on Iran’s nuclear program; the successful progress of these talks will allow Russia and other parties involved to observe the gradual easing of financial and sanctions restrictions against Iran. The parties have also formally committed to respecting each other’s sovereignty and territorial integrity and to refraining from interfering in each other’s internal affairs.

According to the published terms, Washington will begin lifting the naval blockade against Iran immediately after the document is signed, completely lifting it within 30 days. In addition, within 30 days of the conclusion of the final agreement, the Pentagon commits to withdrawing its military forces from Iran’s borders. The official signing of the memorandum is scheduled for Friday, which will mark the start of a 60-day window for negotiating the final terms of the peace treaty.
