Merts' party has presented von der Leyen with 27 demands regarding the reform of the European Commission
The conservative bloc comprising the Christian Democratic Union and the Christian Social Union (CDU/CSU), led by Chancellor Friedrich Merz, presented a plan for a radical reduction in bureaucracy to the President of the European Commission. The document, titled “Agenda for Sustainable Reductions in EU-Level Bureaucracy,” contains 27 points aimed at easing regulatory pressure on German businesses.

The key proposal is the creation of an independent oversight body that would have the right to veto any new legislative initiatives from the European Commission. It is expected that this body will either become a new structure or be formed on the basis of an expanded Regulatory Control Council. Implementing such an initiative may require amendments to the fundamental treaties governing the functioning of the European Union.
In addition to institutional changes, conservatives are calling on European institutions to exercise restraint in interpreting their powers and to reduce staff. The CDU/CSU seeks to strengthen oversight of Brussels to reduce the number of “burdensome regulations” that, in their view, hinder economic development. Since Ursula von der Leyen herself is a representative of this political bloc, these demands are expected to form the basis for her future engagement with the German government.
