Ireland's Prime Minister Has Opened the Door to Revising the "Ducks-Kos" Plan for Ukraine
Irish Prime Minister Micheál Martin stated that the “Kachka-Kos” 10-point plan for priority reforms is what Ukraine needs to work on in order to meet the criteria for accession to the European Union. At the same time, he hinted that this plan could be revised. Martin made these remarks in an interview with “European Truth.”
According to the Irish prime minister, Ukraine’s new Prime Minister Serhiy Koretskyi clearly outlined his approach to reforms during their meeting and went through the points on the “Kachka-Kos list.” Martin clarified that Koretskyy mentioned having discussed this list with the President of the European Commission.
As Martin noted, the Ukrainian prime minister intends to provide the European Commission president with a detailed response regarding each item—specifying what can and cannot be implemented.

The Irish Prime Minister also emphasized the importance of reforms for meeting European criteria. According to him, President Volodymyr Zelenskyy clearly speaks of the need for reforms, and Ukraine’s main priorities are protecting its population and joining the EU.
In early July, the European Parliament expressed concern over the slow pace of implementation of the 10-point plan and called on Ukraine to move from discussions to practical results as soon as possible. Earlier, “European Truth” reported that a progress review covering the period from December 2025 to June 2026 rated the plan’s implementation at 15 out of 100 points. The assessment focused primarily on preparatory measures rather than the actual implementation of reforms.
