Putin's residence is being completely rebuilt under a government contract

At Russian dictator Vladimir Putin’s Sochi residence, “Bocharov Ruchey”—which he has almost stopped visiting amid increasingly frequent attacks by the Ukrainian Armed Forces in the region— construction of new structures has been underway for three years now on the site of the demolished buildings, including the complex’s main building. 

As the Russian BBC discovered based on court documents from disputes between contractors, the reconstruction of the residence is being carried out as part of a state defense contract with the Federal Security Service (FSO). This is evidenced by a special 25-digit number assigned to the government contract, which was signed back in 2023, with work scheduled for completion in 2027. Demolition of the residence’s old buildings began in 2024, and construction itself got underway in 2025, according to the analyzed data.

Satellite images show that by fall, the new buildings on the “Bocharov Ruchey” site had already been roofed, and in terms of area, these structures significantly exceed the previous residence. At the same time, journalists note that it is impossible to determine the purpose of the buildings or the number of their floors based on the images alone. According to the BBC, the general contractor for the project is the Crimea-registered “Transstroiinvest Group of Companies” (TSI Group). A significant portion of the work was carried out by subcontractors, with whom TSI began to have conflicts and engage in litigation as early as the first months of construction. At the same time, the job postings found indicated that workers were being sought for a “strategic” facility: “FSO facility—background check required.”
