Xi Jinping and Putin signed a declaration on a multipolar world in Beijing

In Beijing on May 20, Chinese President Xi Jinping and Russian dictator Vladimir Putin signed a joint declaration on the establishment of a multipolar world. The document reportedly states the parties’ intention to develop “new-type” international relations and strengthen cooperation amid global geopolitical changes.

This was reported by Radio Free Europe/Radio Liberty.

 

It is noted that Putin’s aide Yuri Ushakov called this document “conceptual and programmatic.”

According to Russian media, the parties signed a total of about 20 documents on cooperation in various fields, including a statement on “strengthening comprehensive partnership and strategic interaction” between Russia and China. The parties also agreed to extend the existing treaty between the countries on friendship and cooperation—Putin’s visit to Beijing was dedicated to its 25th anniversary.

“Relations between China and Russia are reaching new heights,” Xi Jinping stated following the talks, noting that amid the transformation of the world order, they serve as a “key constant.”

Putin said that Russia and China “seek to build a more just and democratic world order,” and that in the current tense situation on the international stage, their “close ties” are particularly necessary. He also stated that relations between the two countries “have reached an unprecedentedly high level.” According to him, cooperation in the energy sector is the driving force behind economic cooperation between Russia and China.

Experts cited one of the goals of Putin’s visit as an attempt to make progress on the construction of the “Power of Siberia-2” gas pipeline, the launch of which has been delayed for a long time. Moscow considers this project crucial for regaining lost European gas markets following the full-scale invasion of Ukraine. According to analysts, the crisis has strengthened Moscow’s argument that land-based supplies of Russian energy resources could help China reduce its dependence on vulnerable maritime routes; however, Beijing remains cautious about becoming overly dependent on Russia for energy.

According to Ushakov, agreements were reached during the visit “on joint energy projects,” as well as “something very important” in another area.

China’s Foreign Ministry reported that the parties agreed to extend the visa-free regime until December 31, 2027. Thus, Russian citizens can stay in the country without a visa for up to 30 days; only a foreign passport is required for entry.

Prior to this, on May 19, the Chinese Foreign Ministry denied a report by the Financial Times claiming that Xi Jinping had allegedly spoken negatively about Russian President Vladimir Putin’s actions during negotiations with Donald Trump.
