Britain proposes transferring half of Falklands taxes to the Treasury — MercoPress

Britain proposes transferring half of Falklands taxes to the Treasury — MercoPress

In the United Kingdom, Matthew Lynn, an economics columnist for The Telegraph, proposed transferring half of the tax revenues from the Falkland Islands’ oil industry to the British Treasury. In return, he proposes increasing UK defence spending in the South Atlantic and stepping up diplomatic efforts regarding Argentina, MercoPress reports.

Currently, the archipelago retains all revenue from the energy sector, as it is required to be a self-financing territory, except for defence costs. In Lynn’s view, this arrangement cannot continue amid Argentina’s tougher stance. He also believes that a territory with several thousand residents is unlikely to know what to do with all the potential income from oil production.

Argentine court injunction

The column was published three days after federal judge Mariel Borruto of the court in the city of Río Grande in Argentina’s Tierra del Fuego province issued an injunction prohibiting Rockhopper Exploration and Navitas Petroleum from drilling, installing infrastructure, or beginning hydrocarbon production at the Sea Lion project.

The injunction will remain in force until an environmental impact assessment before an Argentine authority is completed. The court also ordered the companies to submit within 10 days information on the project’s status, contractors, the persons or entities financing the project, and insurers. The lawsuit was filed in early September by the Centre of Former Combatants for the Malvinas Islands from La Plata and an association of environmental lawyers.

London does not recognise the jurisdiction of Argentine courts over the archipelago, which limits the practical significance of this ruling. In 2015, a court in the same province ordered the recovery of about US$156 million, but that ruling was not enforced.

Companies’ position and Sea Lion parameters

Rockhopper Exploration and Navitas Petroleum said in a joint statement that their licences were lawfully issued by the Falkland Islands government. The companies do not expect the injunction to have a material impact on the project or its schedule: drilling is planned for early 2027, while first oil production is scheduled for 2028.

Lynn estimated Sea Lion’s reserves at 900 million barrels and their value at £5–6 billion, but the sources for these estimates were not provided in the column. The latest independent report by Netherland, Sewell & Associates is based on a long-term Brent price assumption of US$76 per barrel. It puts the capacity of the project’s first two phases at 55,000 barrels per day, while a second FPSO is expected to add another 125,000 barrels per day.
