The Russian State Duma approved a bill imposing new restrictions on Russians abroad
Members of the State Duma of the Russian Federation approved amendments to the second reading of a bill that imposes new restrictions on Russian citizens convicted under criminal or administrative laws who are currently outside the country.
Specifically, the bill prohibits remote banking services, requiring banks to block access to mobile apps and online accounts for such individuals.
In addition, the bill tightens restrictions on real estate transactions. Under the amendments, Rosreestr will return documents for registration of rights or cadastral registration without review.
It also provides for the possibility of recovering court costs and damages from frozen funds or special accounts of individuals subject to the law.
The second reading of the bill is scheduled for July 22, and upon final adoption, it will take effect on the date of its official publication.

On the night of July 19, Russian troops launched a ballistic missile strike on Kyiv. One person was killed and eight others were injured as a result of the attack. Damage and fires were reported in five districts of the capital.
Over the course of July 17, Russian troops launched strikes on Kharkiv and 29 other settlements in the Kharkiv region. Two people were killed and 18 others were injured in the shelling; among the victims were five children.
Throughout the day on July 17, the Chernihiv region came under attack from enemy drones. Fires broke out in several districts at once, but Ukrainian rescue workers have already extinguished them.
