China says it will oppose US dominance in AI — SCMP
Victor Gao, vice president of the Center for China and Globalization, said during the Penang Peace Dialogue forum in Malaysia that China would oppose the United States' pursuit of global dominance in artificial intelligence. According to the South China Morning Post, he also accused Washington of weaponizing and militarizing the technology.

According to Gao, the United States is integrating AI into various systems, from drones and ballistic missiles to everyday software and hardware. He called this course a global risk and contrasted China's approach to open-source development with US closed strategies.
Gao also said that China's control over rare earth elements, in his view, would prevent the United States from using AI for harmful purposes. He argued that China seeks to prevent any country from dominating and to ensure the technology is used for good rather than harm.
Discussion of military uses of AI
US economist and director of Columbia University's Center for Sustainable Development Jeffrey Sachs also expressed the view that the United States seeks to militarize artificial intelligence as quickly as possible. He stated that Silicon Valley technology companies have close ties with the Pentagon.

Sachs called Washington's attempt to maintain global dominance through technological and financial leverage linked to the dollar-based international trading system unrealistic, in his view. He also noted that the center of global economic gravity has returned to Asia.
Joanna Lei, chair of Taiwan's National Women's League, called China's open-weight Kimi K3 model an important stage in AI competition. In her view, the rivalry is shifting from developing the most powerful models to their large-scale deployment. Forum participants called for multilateral cooperation and international AI governance mechanisms that would limit the military use of the technology.
The Penang Peace Dialogue is a new annual international forum dedicated to peace and cooperation in a multipolar world. Its first two-day meeting, which concluded on Sunday, brought together about 200 scholars, politicians and business representatives from Asia and other regions.
