Ukraine will receive new funding from the European Union budget

The European Commission has presented the draft EU budget for 2027. The document provides for continued financial support for Ukraine, as well as additional funding for European security and defense.

Officials in Brussels emphasize that aid to Ukraine remains one of the European Union’s key priorities, even amid rising costs for defense and security programs.

 

On June 10, the European Commission presented the draft budget of the European Union for 2027. The total funding is proposed to be set at 200 billion euros. Support for Ukraine remains one of the main priorities of the budget. The European Commission stated that funding will continue through the Ukraine Facility program, as well as via a new credit mechanism.

Officials in Brussels emphasize that Russia’s war against Ukraine has significantly altered approaches to shaping the EU budget. Now, significantly more attention is being paid to issues of defense, security, and the resilience of European nations. The European Commission’s statement notes: “Next year’s budget will continue to provide crucial funding for the EU’s established policy priorities, including substantial support for Ukraine.”

According to the draft budget, 1.15 billion euros are planned to be allocated for credit support to Ukraine. These funds are to become part of a broader assistance program already in place under the Ukraine Facility. It is through this mechanism that Ukraine receives funding for recovery, reforms, and support for the state budget.

The European Commission emphasizes that support for Ukraine remains long-term and is not dependent on individual political cycles or changes in the leadership of European institutions.

Following the outbreak of Russia’s full-scale war against Ukraine, EU countries have significantly revised their approaches to security. That is why the new budget proposes allocating over 3 billion euros to defense and security programs. This includes funding for military research, the development of the defense industry, strengthening military mobility, and enhancing the resilience of EU member states to external threats.

The budget is also linked to the “Readiness 2030” plan, which calls for a major strengthening of Europe’s defense capabilities. Separately, the SAFE mechanism will continue to operate, helping EU countries carry out joint procurement of weapons and military equipment.

In addition to defense and support for Ukraine, the European Commission proposes increasing funding for a number of popular programs. Among them are:

  • the Erasmus+ student exchange program;
  • the “Connecting Europe” transport mechanism;
  • the Single Market program;
  • support for agriculture;
  • rural development.

Officials in Brussels note that the agricultural sector remains a vital component of Europe’s food security. Therefore, support for farmers and rural communities will continue.

At this stage, this is only a draft budget. The document is still to be reviewed by the European Parliament and the Council of the European Union. Final approval of the 2027 budget is expected by the end of 2026. Only then will it become clear whether the proposed funding levels will remain unchanged or whether certain expenditure items will be adjusted during negotiations between European institutions.

In fact, the European Union is already signaling that it does not plan to scale back its support for Ukraine in the coming years. Despite rising costs for its own defense and security, Brussels continues to allocate specific funds for Ukrainian programs and financial assistance. This is an important signal for Ukraine, as it concerns not only current support during the war but also long-term funding for the country’s recovery and further integration into the European Union. This was reported by the European Commission’s press service.

Ukraine and NATO agreed on key defense priorities ahead of the next meeting of the Ukraine Defense Contact Group. During the coordination, the parties focused on strengthening air defense, supplying ammunition, and expanding the production of Ukrainian drones.

Fedorov noted on Telegram that among the key priorities for cooperation are: partner contributions to the PURL program; the supply of PAC-3 missiles through the JUMPSTART mechanism to strengthen anti-ballistic capabilities; long-range munitions under the Czech Initiative; and funding for the production of Ukrainian drones.

The next meeting of the Contact Group in the “Ramstein” format is scheduled for June. In addition, Ukraine plans to hold a closed-door meeting of deputy ministers to discuss the PURL mechanism. This will be the thirty-fifth meeting of the Contact Group on Ukraine’s Defense in the “Ramstein” format.
