Ukrainian steelmakers are calling for an investigation into imports of Turkish pipes made from Russian steel

Ukrainian producers report facing competition from Turkish metal products manufactured using Russian semi-finished products. Steelmakers are calling for anti-dumping investigations, while the EU is restricting access to its market for Ukrainian steel.

 

Metinvest Group Chief Operating Officer Oleksandr Myronenko discussed this in an interview with Forbes Ukraine.

According to Myronenko, the problem is already being felt in Ukraine’s domestic market. In particular, Ukraine is increasing its purchases of pipes from Turkey.

“In effect, this means that Ukraine is buying Russian metal, because the Turks are rolling coils from cheap Russian slabs,” he says.

The expert added that Turkish manufacturers are driving Ukrainian producers out of several segments at once—pipes, coiled products, and rebar.

“Turkey is currently dumping everywhere—on pipes, coils, and rebar. They take cheap Russian slabs, roll them into pipes, and flood all markets, including the Ukrainian one, with these cheap products,” he noted.

Myronenko noted that Ukraine, meanwhile, is slow to implement trade defense measures.

“While the EU and the U.S. are promptly applying anti-dumping measures to protect their own manufacturers, in Ukraine, trade defense measures for the domestic market have been under discussion for years, while dumped imports are driving Ukrainian products out of the market—even in our own country,” he emphasized.

According to him, Ukrainian companies could increase domestic production. In particular, “Interpipe” could produce more pipes instead of importing them from Turkey, and “Zaporizhstal” could supply more rolled steel for such production.

Separately, Myronenko drew attention to the situation in the EU market: according to him, European partners are restricting Ukrainian exports through quotas and the CBAM mechanism, but at the same time continue to purchase Russian semi-finished products.

“For some reason, Europe is trying to protect itself primarily at Ukraine’s expense. They’ve been buying Russian semi-finished products and continue to do so. This amounts to a policy of double standards,” he said.

As a reminder, Turkey has conveyed a proposal to Ukraine regarding a ceasefire in the Black Sea.
