In Estonia, payment for AI training will depend on participant feedback — ERR News
In Estonia, providers of artificial intelligence training under the state initiative Eesti.ai may receive only half of the payment or no payment at all if participants do not rate the training highly enough or leave too few reviews. This was reported by ERR News.
Payment terms
The contractor will receive the full value of the procurement contract if at least 75% of training participants provide feedback and the average rating is at least 4 points.
Half of the amount is provided if between 50% and 74.9% of participants leave feedback and the average rating is no lower than 3.5 points but less than 4. If fewer than half of participants provide feedback or the average rating is below 3.5 points, the contracting authority will not pay the value of the procurement contract.
Katrin Isotamm, head of the Eesti.ai public programme, noted that participant ratings are important for quality control. According to her, future orders will also be influenced by topics in which participants are interested.

Purpose of the initiative
The Estonian government launched Eesti.ai in January to develop the country's economy with the help of artificial intelligence and increase the population's knowledge and skills in this field. In 2026–2027, at least 100,000 Estonian residents of working age are expected to take part in at least one workshop or short training module.
The procurement covers in-person and online training, as well as larger-scale events. The maximum volume of orders during the term of the contracts is €5 million, but these funds are not allocated among contractors in advance and do not have to be spent in full. A total of 46 applications were submitted for the procurement.
To implement the framework agreement, a provider must engage at least two trainers who meet the requirements for experience in conducting artificial intelligence training for adults. The team must also include a project manager with experience in organizing similar events.
